Since the federal Commission to Eliminate Child Abuse and Neglect Fatalities released its final Within Our Reach report, we have learned a lot about the impact of family strengthening policies and an emphasis on protective factors.

Through national demonstration initiatives, such as Child Safety Forward, and the response to the COVID-19 pandemic, we’ve learned that a preventive public health approach requires an approach that emphasizes protective factors and family strengthening policies.

With those lessons in mind, Within Our Reach developed this toolkit to offer human services leaders, policy makers, and communicators tools to support building a preventive, 21st-century child welfare system that is based on a public health approach.
